AI Chatbots Provide ‘Misleading and Partial’ Voting Advice, States Netherlands Regulator

AI chatbots have been shown to be “inaccurate and evidently prejudiced” when offering voting advice, the Netherlands’ data watchdog has stated, issuing warnings about a possible risk to democracy just over a week before the country’s general election.

Testing Reveals Consistent Bias in Chatbot Recommendations

The quartet of AI assistants tested by the AP “frequently recommend identical two parties”, irrespective of the voter’s inquiry or input, the regulator noted in a analysis published ahead of the late October vote.

For over 50% of instances, the AI recommended either the far-right Freedom party (PVV) of Geert Wilders or the leftwing GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.

Some parties, such as the moderate CDA, “are almost never mentioned”, despite the fact that the user’s input precisely aligns with the positions of these parties, the report indicated.

Official Warns Against Using AI Chatbots for Election Advice

The vice-chair of the AP, the official Monique Verdier, commented that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a political group that might not correspond to their ideological beliefs, she added.

“This immediately affects a fundamental pillar of democracy: the honesty of open and just votes,” said Verdier. “We thus caution against using AI chatbots for election recommendations, as their functioning is opaque and difficult to verify.”

Voting Background and Political Landscape

The Dutch head to the polls on October 29 in an election that will be keenly observed around Europe for the showing of the Freedom party.

The far-right party of Wilders is ahead in surveys but the gap to the GroenLinks-PvdA and CDA appears to be narrowing, with many voters still undecided.

All major parties have ruled out an alliance with the PVV, implying the party that comes second is most likely to supply the future head of government.

Inadvertent Prejudice Linked to AI Operation

The AP stressed that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a consequence of the way AI chatbots operate.
